“There should be a definite law for the Jihadi outfits or else the sate of Assam will be the next target for them as shelter and workhouse”, urged the Assam Public Works (APW), an NGO working for the Anti - Terrorism activities in Assam. Today, following the serial blasts in Bangaluru and Ahmedabad the APW condemned and revealed sensational figures of the Jihadi outfits residing in the state and how the allegations on them are being overlooked by the State Govt.

The APW alleged that even after a various incidents of Jihadi activity in Assam, the security system is helping them by overlooking their progressive militancy. “There are 16 Jihadi or fundamentalist outfits who are playing their role with the help of International groups like Simi, Huji and Al- Quidas. Today after the ULFA problem is in a pro- peace way, the Jihads become the major concern of the people. There are instances of 10 ISI agents being freed last month and one ISI flew away from the Medical College on its way to treatment, but the Government has never reported anything on these”, claimed Abhijit Shanrma, MD of APW.

With the information of nearly 240 registered Jihadi outfits being arrested in different parts of the state, APW stated that the organisations has always showed and revealed information about the outfits activities to the intelligence, but to find less results from the authority. The APW also informed about Mufti Abdul Khan alias Abu Bakkar Siddiqui, an Imam of Barpeta Masjid who was being arrested under section 120 (B), 121.121 (A), 123, 153 (B) and 394 in IPC as a link man of ISI in last 27th December 07 who has been freed the same night mysteriously where as such sections don’t even permit a bail for three months. “It only proved the weak nerve of the Govt, with the outfits and the loopholes of the system. There are more instances like this of the record but who will take the responsibility of such negligence”, alleged.

The organisation also commented that the high rate infiltration is the main cause behind this outfits growth. A release of the NGO disclosed the sensational figures of Voters increasing in this part of the country mysteriously and abnormally. According to it, in 1991 Assam has a total of 63 lakhs of Voters which went to a growth of 1 crore 19 lakhs in 1996. The rate of this voters growth is nearly 88 percent while as all India growth on the voters was only 2.3 percent per annum. “The total growth rate of the voters in the state till date is 357 percent with 2 crore 25 lakh while as the National rate stands in 21 percent, which indirectly shows an abnormal growth in the state while as the same time figures in the Bangladesh voters are declining from 6,21,81,745 to 5,60,16,537 within this period, which is also telling a different story together”, informed Bitu Talukdar, President of APW.

Opposing any religious differentiation APW also informed that the organisation has solid news of Hindus involving in the Jihadi movement in the state. “A man named as Sudip Bhawmik of Nabari area is also being intercepted as an Jehadi a few days back”, said the group adding that the Jehadis are only trying to make the differentiation bringing the religious issues between the public to gain their objectives.

With a planning to make a mass movement in Assam in next week, APW said that it will take the matter to the Central Government and submit a memorandum regarding these. “The Govt should pay urgent attention to this or else one day Assam will be the safe home for the Jehadis and the Assamese people will be bound to take up Arms for their survival”, demanded APW while made an appeal to the Bar Association and the Human Rights Commission as well as the Election Commission to take up the matter for better future. APW also demanded a separate jail for the Jehadis who are arrested so that they cant make many of them by influencing other criminals.

Yet another result of Gandhian pacifism, Nehruvian secularism and congress oppurtunism. Its really disheartening to see the present situation of Assam. Assam has bore the brunt of different kind of appeasement. All the other north eastern states and Bangladesh are appeased at the expense of Assam. Right from the giving away of Dimapur to Nagaland upto the present situation where Assamese are on the edge of becoming minority in their own state, the politicians have have played dirty games for the sake of votes.

It wont be surprising if the disticts like Nagaon and Dhubri start demanding a a separate country after few days. Still, the so called torch bearers of secularism will cry foul if some nationalist talks against the illegal migrants from Bangladesh.

The ISI is reportedly having a strong base among the immigrants. Also the trend we see nowadays is different from what it was 20 years ago. Earlier they tried to assimilate with the mainstream but nowadays such kids study in Madrassas funded by parties with vested interest and grow up as fanatics.

The political parties in Assam have never shown willpower (or even a desire) to solve the problem. The congress is acting as it has acted in past but AGP should have done something. The stand of AGP has certainly been very surprising. As far as I know, AGP was an outcome of Assam Movement. Even after winning the elections and exercising the authority, I do not see anything they have done to solve this problem.

ULFA was formed as a militant response to the problem of migration but they ended up bieng a puppet of Bangladesh and ISI and now they have statrted bombing school kids and killing fellow Indians. I also feel ULFA has been the reason why this problem has never been taken seriously by rest of India. In the 80s, the right wing political parties and organizations had openly supported the stand of Assamese people. But the activities of ULFA like bombing the trains, blasting the oil pipelines, kidnapping for ransom has done a lot of damage to the movement. I am not sure if ULFA has ever done any attack on any Bangladeshi.
